Prime Minister Andy Burnham called for a factual discussion about whether Britain should return to free movement with the European Union. He made the remarks in an interview with the Sunday Times. The conversation centers on his plan to reset the relationship between London and Brussels.

Burnham has stated that a new deal could involve the UK joining the single market or the customs union. Both options would require accepting rules set by the EU. He also suggested the possibility of the UK rejoining the EU entirely. He described this as going 'all the way.'

The prime minister acknowledged that free movement had 'very significant challenges associated with it.' However, he argued that European migration patterns have changed over the last ten years. He noted that the old model of 'revolving door migration,' where people moved back and forth frequently, no longer reflects current trends.

Burnham previously committed to the red lines in Labour’s 2024 election manifesto. That document ruled out returning to free movement, joining the single market, or entering the customs union. Because of this prior commitment, any major shift in policy likely requires a fresh mandate from voters.

That mandate is expected to come at the general election scheduled for 2029. Burnham stated that the debate should be 'quite evidence-based.' He highlighted reciprocal benefits for Britons, particularly young people who want to live in Europe.

The prime minister will meet with EU leaders at a summit in Brussels on 20 November. That gathering will serve as the next step in formalizing these diplomatic discussions.
