Valentin Alberto Rodriguez, 38, was charged with DUI, felony hit-and-run, and gross vehicular manslaughter while intoxicated. He was found at his nearby home hours after leaving his vehicle at the scene.
The crash happened on Saturday night near the intersection of Kingsley Street and Tudor Avenue. A group of approximately 30 riders was participating in a Halloween event when the vehicle struck them.
