Secretary of State Marco Rubio called on Cubans to work directly with the Central Intelligence Agency to reshape their government.
The directive marks a sharp turn in Washington’s policy toward the island, moving beyond economic pressure to seek active cooperation from local reformers.
Rubio posted the appeal on X on Friday, citing widespread corruption and the comfortable lifestyles of a small elite as reasons for change. He described the moment as an opportunity for a discrete partnership. The CIA quickly reposted the message and published a Spanish-language video detailing how to reach the agency.
This push follows a week of intensified sanctions. The U.S. government targeted Cuba’s state-run bank, citing its financial ties to Iran. The measures add to the strain of a long-standing embargo that has driven up the cost of basic goods and shrunk access to medical care. Residents have reported long lines for bread and hours of waiting for doctor appointments.
President Trump amplified the message from a campaign rally in South Florida. He linked the Cuban effort to U.S. military activity in the Strait of Hormuz, noting that Navy warships would pass near the island on their return from the region. He described a specific scenario where one ship would stop approximately 50 yards off the coast. In that moment, he said, Rubio would enter the scene to finalize the agreement.
Cuban Foreign Minister Bruno Rodríguez Parrilla rejected the rhetoric on social media. He stated that the government opposes threats born from U.S. ambitions. He noted that the island’s coastline, while scenic, is rugged and inhospitable to those arriving with hostile intentions.
The next phase involves the physical positioning of U.S. naval vessels near the Cuban coast as part of the planned transit from Iran. The administration intends to use this proximity as a backdrop for Rubio’s diplomatic outreach.
