President Donald Trump announced Friday that United States warships will halt approximately 50 yards from the Cuban coastline as they return from operations in Iran. The plan serves as a strategic pause in the naval route, designed to signal direct engagement with the island nation before the vessels continue their journey.

The announcement came from a campaign rally in South Florida, where Trump addressed a crowd of candidates just days before the midterm elections. Voters at the event raised concerns about how the conflict with Iran has driven up prices for essential goods, including gasoline and groceries. Trump responded to a question from the audience regarding Cuba by detailing the proposed stopover.

"We'll do a little stopover," Trump said. He described the sequence of events, noting that one ship would stop near the shore. "They'll raise up their hands. And then we're going to send Marco Rubio in to finish up the deal," he added.

Secretary of State Marco Rubio reinforced the message in a social media post addressed to Cubans seeking political change. He urged the population to act now, citing corruption and the disparity between the ruling elite and the general public. Rubio invited citizens to pursue change through a partnership with the Central Intelligence Agency.

In the post, Rubio used the word "discrete" to describe the intended relationship with the CIA. The term typically means separate or distinct, though context suggests he intended "discreet," meaning private or secret. Rubio’s parents emigrated from Cuba to the United States before the socialist revolution took hold.

The Cuban government reacted quickly to the developments. Deputy Foreign Minister Carlos Fernandez de Cossio criticized the US strategy on X, stating that the country was resorting to public recruitment for the intelligence agency. He compared the effort to selling toothpaste, suggesting the CIA was driven by desperation or misery.

This marks a return to a strategy Trump first proposed earlier this year but had not discussed in recent months. The administration has taken an increasingly aggressive stance on Cuba since May, when it announced criminal charges against former leader Raul Castro. Trump has long predicted he would be the president to intervene in the country, a move previous administrations considered for decades.

Diplomatic efforts have been inconsistent. Rubio and other senior aides have met with Cuban officials to explore improved relations, but the US delegation was unimpressed by the outcomes. Subsequent sanctions followed these meetings. At the United Nations General Assembly last month, Trump claimed Rubio was deep in negotiations. However, the two governments clashed earlier this week over an upcoming vote condemning the US economic embargo.

Cuba has faced a severe economic and energy crisis since 2020. The country’s gross domestic product has shrunk, and its 10 million residents have endured blackouts, food shortages, and inflation. Hundreds of thousands of Cubans have emigrated, with many moving to the United States.
